A GUIDE FOR FLORIDA PROPERTY OWNERS

A clearer claim.
A more complete record.

From the first policy review to the conversation after a coverage decision, the details belong together. Here is how Vanguard helps prepare, document and present a property insurance claim.

REPRESENTATION WITH A PURPOSE

Your property.
Your claim’s particular needs.

Vanguard reviews new, denied and underpaid property claims for Florida homes and businesses. This includes reported plumbing water losses, fire, theft or vandalism, and wind, hurricane or other natural-disaster damage. Policy terms, facts, deadlines and the agreed scope determine the work.

01 / PREPARATION & SUBMISSION

Make the record coherent.

Organize the claim documentation and supporting evidence, prepare the presentation and facilitate submission to the insurer. Clear records help the insurer evaluate the reported loss; they do not guarantee processing time or payment.

02 / POLICY REVIEW & ANALYSIS

Understand the starting point.

A licensed public adjuster reviews the policy’s potential coverage, exclusions, conditions and relevant policyholder rights as part of the property claim. The insurer makes its coverage decision. Legal advice belongs with an attorney.

03 / PROPERTY DAMAGE ASSESSMENT

Document what needs attention.

Assess the reported damage, document the property’s condition and connect observations with photographs, scans, repair scopes and other available evidence. The work is tailored to the property and the circumstances of the loss.

04 / CLAIM PRESENTATION & NEGOTIATION

Give the details a voice.

Present a documented demand and discuss the claim with the insurer on the policyholder’s behalf. The aim is a fair resolution supported by the policy and evidence, with the owner kept informed throughout. No settlement or outcome is guaranteed.

05 / DISASTER RECOVERY COORDINATION

Keep the claim connected to recovery.

Claim-related recovery planning can include coordinating documentation, access and repair scopes with the owner’s independently chosen contractors and restoration professionals. Repair work and legal representation remain separate engagements; public adjusting does not replace either service.

FROM FIRST REVIEW TO FOLLOW-THROUGH

A process built
around the details.

Before representation begins, discuss the scope, fees, costs, disclosures and written agreement with George. These steps describe the work within an agreed engagement; an inquiry does not file a claim or extend a deadline.

  1. Review the policy and reported damage.

Review the policy and loss circumstances to understand potential coverage and the extent of the reported damage. Identify the questions and records needed for the claim.

  2. Facilitate reporting and inspection arrangements.

Help organize claim reporting and coordinate inspections requested by the insurer. Agree on access, contacts and the information needed before an inspection.

  3. Attend and document inspections.

Coordinate attendance at inspections within the agreed scope and record what is observed and discussed. Photographs, written notes and, where appropriately authorized, audio or video can support that record. Required consent must be obtained before a conversation is recorded.

  4. Capture the property in 360 degrees.

Use 360-degree virtual property scans, where appropriate to the agreed work, to document the property’s condition and present the reported damage in context. Scans complement the claim record; they do not decide coverage.

  5. Bring in relevant expertise when needed.

Identify when an industry expert’s findings may help substantiate the loss. Discuss the specialist’s role, scope, arrangements and any separate costs before proceeding.

  6. Prepare an estimate and demand package.

Use industry-standard estimating software and current market pricing to document the scope and cost of necessary repairs. Assemble the supporting records into a comprehensive demand for the insurer to assess the claim and the proposed work toward pre-loss condition.

  7. Help organize post-loss obligations.

Work with the owner on the information, documentation and other post-loss requirements identified in the policy and insurer’s requests. Keep track of questions and outstanding items. A website inquiry does not satisfy a policy requirement or change a deadline.

  8. Present the claim and discuss resolution.

The licensed public adjuster presents the documentation, engages in claim negotiations and keeps the owner informed of the insurer’s response. Payment, timing and resolution depend on the particular claim.

  9. Review the next step after a decision.

Review the insurer’s coverage or payment position and discuss further documentation and available alternative dispute-resolution paths within the adjuster’s role. If legal representation is needed, an attorney advises on legal options. Claim documentation and coordination can continue within the agreed scope.

No recovery, no fee. Vanguard offers a free policy review and damage inspection. Before representation begins, discuss the scope, fees and required disclosures with George and review the written public-adjuster agreement. A review does not guarantee coverage or a claim payment.
INSPECTION. CONTEXT. EVIDENCE.

More than a photograph.
A connected property record.

Useful documentation explains how the observations, property condition and proposed repair scope fit together. The method should suit the property, access and claim.

360-DEGREE VIRTUAL SCANS

See the condition in context.

A 360-degree camera captures views of the property so reported damage can be presented alongside its surroundings. The scan provides visual context for the insurer and the claim team.

INSPECTION DOCUMENTATION

Keep observations together.

Written observations, photographs and supporting records help explain what was seen. Any proposed audio or video recording of discussions requires appropriate arrangements and consent before recording begins.

REPAIR SCOPES & ESTIMATES

Connect the damage to the work.

Document the necessary repairs and estimate their cost using current market pricing and industry-standard software. Explain the scope in the demand package so the insurer can assess it against the policy and claim evidence.

UNDERSTANDING THE TECHNOLOGY

From a captured space
to a clearer view.

These manufacturer introductions explain floor-plan sketches and digital twins. Ask George which tools and deliverables suit your property. A manufacturer’s demonstration does not establish the scope, accuracy or delivery time of a Vanguard engagement.

FLOOR-PLAN SKETCHES

iGUIDE & Xactimate context.

iGUIDE’s insurance and restoration introduction describes Instant Sketch, a floor-plan sketch workflow using Verisk Xactimate. It illustrates how captured property information can support an estimating workflow.

MEET THE FOUNDER

Experience from the insurer’s side.
Now working for yours.

George Alexander Quintero
Florida Public Adjuster · E147978

George began his adjusting career in 2004 working on behalf of insurance companies. That work gave him firsthand experience in how insurers identify and assess damage, determine coverage and handle property damage claims.

His career has included thousands of property damage claims, from plumbing water losses, fires, theft and vandalism to catastrophic storms affecting residential and commercial properties.

In 2017, George shifted his focus to policyholders. He surrendered his independent adjuster’s license, obtained his all-lines public adjuster designation and founded Vanguard Public Adjusters.

His mission is to bring that claims experience to home and business owners: document the loss carefully, keep clients informed and present the claim with a clear understanding of the insurer’s process.

LOYALTY

The policyholder’s interests.

Focus the claim work on the client’s needs and the agreed representation.

CARE

Research the circumstances, examine the evidence and tailor the approach to the particular property claim.

GOOD FAITH

Honest, clear communication.

Present information accurately and document questions or discrepancies in the insurer’s handling for appropriate follow-up.

THE AGREEMENT

A clear scope of work.

Follow the public-adjuster agreement and applicable client instructions, with questions about scope addressed directly.

GOOD QUESTIONS. CLEAR ANSWERS.

Understand the work.
Ask the next question.

General information about the services and process described above. Your policy, circumstances and written agreement determine the work on your claim.

Who does a public adjuster represent?

A public adjuster is retained by the policyholder to help prepare, document and negotiate a property insurance claim. An insurer’s adjuster works on the insurer’s behalf. Public adjusting is separate from insurance sales, repair contracting and legal representation.

Does Vanguard review commercial as well as residential claims?

Vanguard reviews Florida residential and commercial property claims, including new, denied or underpaid claims. Contact George about your property, claim status and availability. A review does not guarantee acceptance, coverage or a changed decision.

What happens during the policy review?

The licensed public adjuster reviews potential coverage, exclusions, conditions and relevant policyholder rights in relation to the reported property damage. The insurer makes its coverage decision; an attorney provides legal advice when needed.

How are inspections documented?

The record can combine written observations, photographs and other evidence. Where audio or video recording is proposed, the arrangements and required consent must be addressed before recording. Property scans document visual conditions; they are not a substitute for consent to record a conversation.

What does a 360-degree property scan add?

A virtual scan documents the property’s condition and provides a view of reported damage in its surroundings. It can help present the claim record to the insurer. The agreed scope determines the scanning work and deliverables; the scan itself does not determine coverage.

Are scans, floor-plan sketches and estimates the same thing?

No. A scan records views of the space. A floor-plan sketch represents its layout. An estimate describes repair work and pricing. The manufacturer introductions above explain related workflows; ask George which records and deliverables are appropriate for your claim.

How is the damage estimate prepared?

The estimate uses industry-standard software, the documented repair scope and current market pricing for necessary repairs. It forms part of the supporting demand package. An estimate is a claim presentation, not a guarantee of the insurer’s payment or of completed repairs.

Can industry experts help substantiate the loss?

Where needed, an appropriate industry expert may provide findings relevant to the property damage. Discuss the purpose, scope, arrangements and any separate costs with George before proceeding. Specialist services are not automatically included in every engagement.

What are post-loss obligations?

These are requirements connected with the loss under your policy, along with relevant insurer requests. Vanguard can help organize the records and follow-up within the engagement. Review your specific requirements with the licensed professional; contacting this website does not satisfy them or extend a deadline.

What if the insurer already denied or underpaid the claim?

George can review the decision, correspondence and available documentation to discuss the next step. Further documentation or dispute-resolution paths may be relevant. Existing representation, policy terms and deadlines affect the options; no reopened claim or changed outcome is promised.

What happens if legal representation becomes necessary?

An attorney advises on legal options and provides legal representation. Vanguard can continue claim documentation and coordination within its agreed role. This website does not offer legal services or promise expert testimony in a particular matter.

Can you help coordinate the claim during disaster recovery?

Claim-related coordination can involve records, access and repair scopes with the owner’s independently chosen contractors or restoration professionals. Public adjusting and repairs are separate engagements. Discuss the specific arrangements with George.

Can I discuss a Florida property when I am away from it?

Yes. Discuss remote communication, authorized local access and availability with Vanguard. This website’s service focus is Florida property, including the 30A and Panhandle communities highlighted on the homepage.

How are fees and costs handled?

Vanguard offers a free policy review and damage inspection, with no recovery, no fee. Discuss the scope, fees and required disclosures with George before signing the written public-adjuster agreement. A free review does not guarantee coverage or a claim payment.

Does contacting Vanguard file a claim or start representation?

No. Calling or emailing does not itself file a claim with your insurer, create representation or preserve a deadline. Keep the first message general, and agree on an appropriate method before sharing sensitive records.
